The central committee of the Communist Party of China and the state council said that it plans to launch a system that forces polluters to repair damage to the environment or pay compensation by 2020, Reuters reported citing Xinhua. The move extends a program which has already been piloted in seven provinces. The penalties are aimed at tightening oversight of land, water and air pollution, and holding companies accountable for the clean-up costs after major accidents.
