Workers comp rating agency names chief regulatory service officer

Susan Donegan has been named chief regulatory services officer of the National Council on Compensation Insurance Inc., the workers compensation ratings and research organization said Tuesday.

Having stepped down as commissioner of Vermont's Department of Financial Regulation in June, Ms. Donegan was selected by NCCI CEO William E. Donnell to succeed Helen Westervelt, who announced her retirement earlier this year, the Boca Raton, Florida-based agency said in a statement.

In addition to serving on insurance regulatory committees at the National Association of Insurance Commissioners and the International Association of Insurance Supervisors, Ms. Donegan has held a number of leadership roles throughout her career, according to the statement.

She will assume the chief regulatory services officer role on Sept. 19, and Ms. Westervelt will remain at NCCI through the end of that month “to ensure a smooth transition,” the statement says.

“This is a key executive position at NCCI, and we conducted a rigorous and thorough search for a candidate that we felt had the expertise and experience to lead our Regulatory Division, which encompasses state relations, residual market, national policy development and other related operations,” Mr. Donnell said in the statement. “Ms. Westervelt leaves behind her a strong 35-year legacy with NCCI, and we are confident that Ms. Donegan will continue to build upon those successes.”
