CalPERS names health benefits leader

SACRAMENTO, Calif.—The California Public Employees Retirement System has named Gregory A. Franklin to head the organization's health benefits branch.

Mr. Franklin, formerly deputy director of health information and strategic planning for the California Department of Health Services, will provide strategic planning and policy direction and advise the CalPERS chief executive officer and board of administration on critical health care issues as assistant executive officer, health benefits.

Mr. Franklin also will be responsible for directing the statewide health benefits program, including health plan negotiations, design and development, CalPERS said in a statement Wednesday.

In addition, Mr. Franklin will oversee the long-term care program and CalPERS contracts with three health maintenance organizations, two self-funded preferred provider organizations and three plans for public safety associations.

Mr. Franklin replaces Terri Westbrook, who retired from CalPERS last month.

Sacramento-based CalPERS, the nation's third-largest purchaser of health benefits after the federal government and General Motors Corp., provides health benefits to more than 1.2 million state and public agency employees, retirees and their dependents.
