To search specifically for more than one word, put the search term in quotation marks. For example, “workers compensation”. This will limit your search to that combination of words.
To search for a combination of terms, use quotations and the & symbol. For example, “hurricane” & “loss”.

U.K.'s Committee on Climate Change has said in a report that the country's infrastructure is at risk of floods which could trigger "cascading infrastructure failures across interdependent networks," The Telegraph reported.
"We are not at this point sufficiently resilient," Lord Krebs, a CCC official said.
He said that flood damage to the transport network could stop a power plant, threatening energy security.
The country must take immediate action to make its infrastructure resilient to floods, said CCC.
