Sexual harassment will be considered a form of discrimination under the New York City Human Rights law with Mayor Bill de Blasio’s signing of a package of 11 bills intended to combat workplace sexual harassment.

Other provisions in legislation signed by Mr. de Blasio on Wednesday that have various effective dates include:

-Firms with 15 or more employees, as well as city agencies, must conduct annual anti-sexual harassment training;

-City contractors and subcontractors that apply for city contracts must include information on how they address sexual harassment.

-The New York City Commission on Human Rights must post resources about sexual harassment on its website, and employers must display workers’ anti-sexual harassment rights.

-The statute of limitations for filing harassment claims based on gender is extended to three years from one from the time the alleged harassment occurred.

The laws also include provisions related to city agencies, including that they must assess workplace risk factors associated with sexual harassment as identified by a U.S. Equal Employed Opportunity Commission special task force, and develop responsive strategies to combat sexual harassment.

Mr. de Blasio said in a statement, "Society has been stacked in favor of men for far too long, leading many to believe they can harass women without fear of punishment. New York City will not allow that to continue. We are taking action to protect workers against sexual harassment and saying loudly and clearly that anyone who harasses a co-worker will face justice."
