Heavy rains and floods struck Rio de Janeiro in Brazil on April 8, blocking roads and causing power outages across the city, Evening Standard reported. Marcelo Crivella, the city's mayor, declared a state of emergency after authorities issued alerts for 20 flood-risk areas. The floods and mudslides killed at least 10 people.
