W.R. Berkley Corp. said Thursday it named Scott Barraclough, who most recently served as president of its Admiral Insurance Co. unit, to the new position of chief executive officer of Berkley Public Entity.

Mr. Barraclough will be based in Philadelphia, said a spokeswoman. Berkley Public Entity, which was formed in 2012, specializes in public entities and intergovernmental pools or trusts, including law enforcement, public offices and educators, according to the company.

Mr. Barraclough will be replaced as president at Cherry Hill, New Jersey-based Admiral by Curtis E. Fletcher, who joined Admiral in 1998 and most recently served as its executive vice president and chief underwriting officer.

W.R. Berkley reported flat third-quarter earnings earlier this week.
