Hawaii names captive regulator

Hawaii on Monday named Andrew Kurata as deputy insurance commissioner and captive insurance administrator.

Mr. Kurata had held the position in an acting capacity since last August, after the state’s previous chief captive regulator, Sanford Saito, resigned.

Mr. Kurata has worked at Hawaii’s insurance division since 2011, according to a statement from the state’s Department of Commerce and Consumer Affairs. He is based in Honolulu.

According to Business Insurance’s most recent ranking, Hawaii is the ninth-largest captive domicile globally and the fourth largest U.S. domicile with 230 captives at year-end 2017.
