Russia to shutter factories during FIFA World Cup

A decree by Russian President Vladimir Putin in March 2017 said that special security measures should cover areas around the 11 cities hosting matches. A separate government directive applied the guidelines to everything from nuclear and chemical facilities to companies transporting hazardous cargo by land or sea.
