Warburg Research GmbH analyst Marc-Rene Tonn said that fines, lawsuits and recalls related to the scandal are likely to cost Volkswagen more than €35 million ($39 million). The automaker may also face fines in the United States and other countries. Recalling and fixing up to 11 million cars globally could cost the automaker €2 billion, Mr. Tonn said.
