Former risk manager of Pennsylvania county charged with insurance fraud

A former Dauphin County, Pa., risk manager charged with theft for allegedly running an insurance scam is scheduled to be arraigned on Friday, according to the county district attorney's office.

The former risk manager, Garry Esworthy, 58, allegedly created fake invoices for insurance services provided by a shell risk management company he created.

Published reports say Mr. Esworthy oversaw Dauphin County's liability and workers compensation program for about 11 years and allegedly carried out the scheme over five years, taking in nearly $500,000 before retiring.

He allegedly submitted invoices from the company he created, Risk Management Consultants of Pa., to a regional third-party administrator. The TPA then submitted the bills to Mr. Esworthy, who allegedly paid them with county funds by using his risk manager authority.
