London-based Miller Insurance Services Ltd. has named Glyn Hall director of the reinsurance team. He joins Miller from JLT Re, where he was a partner.

Richmond, Va.-based Hilb Rogal & Hobbs Co. has named Mary S. Botkin senior vp and health care industry practice leader. Previously, she was president of the health care division of Alliant Insurance Services.

Insurers:

George Town, Cayman Islands-based United America Indemnity Ltd. has appointed Larry A. Frakes to the newly created positions of president and chief operating officer. Mr. Frakes recently retired from Everest Re Group, where he was executive vp and president of U.S. insurance operations.

American International Group Inc. unit American Life Insurance Co. has named Joyce A. Phillips as president and COO, effective July 9. Ms. Phillips joins ALICO from Citigroup Inc., where she was head of international retail banking since 2005.

Springfield, Mass.-based MassMutual International L.L.C., a wholly owned subsidiary of Massachusetts Mutual Life Insurance Co., has named Ricardo Calderon, most recently vp and associate general counsel in MassMutual's corporate law division, as senior managing director and COO.

Regulators/Associations:

Michael Moriarty has been named deputy superintendent for property and capital markets in the New York Insurance Department. In addition, Mr. Moriarty will oversee the regulation of captive insurance companies in the state. Previously, he was acting director of the capital markets bureau.

The American Institute for Chartered Property Casualty Underwriters and Insurance Institute of America in Malvern, Pa., has named Saul Swartout executive vp of operations, assuming the position vacated by Peter L. Miller, who was named president and chief executive officer in June 2006. Previously, Mr. Swartout was a senior consultant with Robert E. Nolan Inc.

Reinsurance:

Charlie Fry has been appointed global COO of Guy Carpenter & Co. L.L.C. Mr. Fry, who comes to Guy Carpenter from Travelex, where he was director of business development and operations, will be based in London.

Also at Guy Carpenter, Jonathan Ritz has been named senior vp of the firm's Eastern region treaty broking team and will be based in Philadelphia. Previously, he was COO of United America Insurance Group.

Other providers:

Aon Consulting Worldwide has named Susan Alford, an executive vp, as the firm's national defined contribution practice leader in Winston-Salem, N.C. Most recently, she was regional director of the Southeast operating unit for its employee benefits consulting group.

Bill Bingham has joined Mitchell, Williams, Selig, Gates & Woodyard P.L.L.C. as counsel of the law firm's insurance regulatory practice based in Austin, Texas. Previously, he was deputy commissioner of the Regulatory Matters, Life, Health, and Licensing Program for the Texas Department of Insurance and will lead the office's Insurance Regulatory practice as counsel.

Stamford, Conn.-based Towers Perrin has named Robert G. Hogan, formerly managing director, HR Services, as COO.

AIR Worldwide Corp. has named Milan Simic managing director of AIR Worldwide Ltd., AIR's London office. Before joining AIR, he co-headed the ReMetrics Natural Hazards team at Benfield Group Ltd.

Newark, Calif.-based Risk Management Solutions Inc. has named Robert Bentley as its first COO. He will be based primarily in Hackensack, N.J. Previously, he was global COO at Guy Carpenter & Co. L.L.C.

Novato, Calif.-based Enwisen Inc. has named Deepjot Chhabra as president. Previously, he was senior vp of product strategy and business development.

CBIZ Inc. in Cleveland has named G. Darrell Hulsey as president and Lonnie W. Johnson COO of its medical management practice. Mr. Hulsey was most recently executive vp of East region operations of the practice, and Mr. Johnson was executive vp of operations.
