How Maine Gov. John Baldacci intends to expand the state's 2003 health care access reform law:

  • Impose a fee on employers that do not offer health insurance coverage.

  • Impose fees on individuals with incomes above 400% of the federal poverty level who do not have health insurance.

  • Impose a surcharge on hospital bills to help fund coverage for the uninsured.

  • Provide, through the state, reinsurance for commercial insurers to cover costs of very high claims in the individual market.

  • Expand state health care purchasing pool.

  • Require insurers to discount premiums for employers maintaining wellness plans.
