- Impose a fee on employers that do not offer health insurance coverage.
- Impose fees on individuals with incomes above 400% of the federal poverty level who do not have health insurance.
- Impose a surcharge on hospital bills to help fund coverage for the uninsured.
- Provide, through the state, reinsurance for commercial insurers to cover costs of very high claims in the individual market.
- Expand state health care purchasing pool.
- Require insurers to discount premiums for employers maintaining wellness plans.
