New York-based Mercator Risk Services has appointed David Novak as senior vp of the West Coast property practice in San Francisco. Previously, he was a vp with Cooper Gay.

Integro Ltd. has appointed Jennifer Wheeler as principal in the San Francisco office. Most recently, she was senior vp at Marsh & McLennan Cos. Inc.

Willis Group Holdings Ltd. has appointed Peter Estelle as chief executive officer and regional partner of Willis' Chesapeake operations, with offices in Bethesda and Hunt Valley, Md. Before joining Willis, he was a senior vp at Marsh.

Also at Willis, Peter Austen has been promoted to regional partner of its Greater Philadelphia operations, consisting of offices in Philadelphia, Radnor and Bethlehem, Pa., and Wilmington, Del. He most recently was senior vp.

Insurers:

Harleysville, Pa.-based Harleysville Life Insurance Co. has named Joel A. King as chief actuary and vp. Before joining Harleysville, he was assistant vp and actuary for ING Group N.V.

Springfield, Mass.-based Massachusetts Mutual Life Insurance Co. has named John W. Chandler as senior vp and chief marketing officer for U.S. Insurance Group. Before joining MassMutual, he was chief marketing officer at The Hanover Insurance Group.

Praetorian Financial Group has named Mark Benson as senior vp and workers compensation practice leader. Before joining Praetorian, Mr. Benson was president of the workers compensation group at ACE Ltd.

Philadelphia-based ACE USA has appointed Wolfgang Friedel as executive vp for its property and specialty lines business operation in Philadelphia. Before joining ACE, he was president and CEO of Stratex L.L.C., a management consulting firm.

Liberty Mutual Insurance Co. has named Melissa A. LeRoy regional vp and managing director for its major accounts division based in Chicago. Most recently, she served as vp of sales for Specialty Risk Services.

Reinsurance:

Wenda Montgomery has been named senior vp of Park Re Canada in Toronto. Before joining Park Re, she was a senior vp with Sutton Reinsurance Consultants & Intermediaries.

New York-based reinsurance intermediary Carvill America Inc. has named Thomas B. Perkins Jr. as senior vp of the Atlanta office. Previously, he was senior vp, account management, for Carvill subsidiary Syndicated Services Co. Inc.

XL Capital Ltd. has named Robert Andrews as head of its global ceded reinsurance operations in Hartford, Conn. Previously, he was vp and manager of ceded reinsurance for Liberty Mutual Insurance Group.

Managed care:

Steve Martenet has been promoted to president of Milwaukee-based Anthem Blue Cross & Blue Shield of Wisconsin. Previously, he was vp and general manager of group business for the company.

Brian Sassi has been named president of Thousand Oaks-based Blue Cross of California and BC Life & Health. Before his promotion, he was vp operations and strategic initiatives.

North Haven, Conn.-based WellPoint Inc. has named Dijuana K. Lewis as president of local group business. Previously, Ms. Lewis was senior vp and president for the company's Northeast markets, which include Anthem Blue Cross & Blue Shield plans in Connecticut, New Hampshire and Maine.

Peggy Reetz has joined Kerns, Pitrof, Frost & Pearlman L.L.C. as a partner in Chicago. She will be joining KPFP's professional liability and reinsurance groups. Previously, she was an attorney with Cozen O'Connor.

John T. Naughton has joined Philadelphia-based Keystone Risk Partners as a principal. Previously, he was an owner of Innovative Captive Strategies Inc.
