Hamilton, Bermuda-based XL Capital Ltd. has named chief executives for two business segments.

Robert Douglas, formerly CEO of the company's XL Re Life unit, was named chief executive of XL's global reinsurance life operations.

Daniel Sussman, formerly CEO of XL Financial Solutions, was appointed chief executive of XL's global financial lines operations.

Thomas J. Wilson will succeed

Edward M. Liddy as Northbrook, Ill.-based Allstate Corp.'s CEO on Jan. 1, 2007, the company's board announced. Mr. Wilson currently is Allstate's president and chief operating officer. He will remain president after becoming CEO, but the COO position will not be filled, Allstate said. The company also said Mr. Liddy will remain Allstate's chairman until the spring of 2008.

Ernst Csiszar has resigned as president and CEO of the Des Plaines, Ill.-based Property Casualty Insurers Assn. of America. The PCI is conducting a national search for a new CEO. In a statement, Mr. Csiszar, who gave no reason for his departure, said he plans to continue working in the financial and insurance industries.

Don Bailey has been named CEO of Willis North America, succeeding

Mario P. Vitale, who is leaving the New York-based brokerage to become CEO of Zurich's Global Corporate North American operations. Mr. Bailey, who joined Willis in March 2003 from Allianz Insurance Co., most recently served as COO of Willis North America.

Blue Cross Blue Shield of Michigan has named

E. Lisa Wendt president and CEO of its LifeSecure long-term care subsidiary in Brighton, Mich. Ms. Wendt, who previously was a vp with the company, succeeds Ken Dallafior, who was named senior vp, group sales, for Blue Cross Blue Shield of Michigan.

Hamilton, Bermuda-based Quanta Capital Holdings Ltd. has named

Peter D. Johnson president and CEO. Mr. Johnson, who previously led the runoff of The Home Insurance Co., replaces interim CEO Robert Lippincott, who will continue as deputy chairman and a member of Quanta's board.

William A. Houlihan has been named chief financial officer of Memphis, Tenn.-based Sedgwick Claims Management Services Inc. Mr. Houlihan, who most recently was CFO of credit card firm Metris Cos. Inc., succeeds Donald W. Burkett, who is retiring at the end of the year.

Selective Insurance Group Inc. has appointed

Brian Sarisky president and CEO of Selective HR Solutions Inc. Mr. Sarisky, who has held various management positions at Branchville, N.J.-based Selective, will continue to lead the company's alternative market operation, Selective Risk Managers.

Mark E. Sanders has joined New York Life Insurance Co. as chief technology officer. Mr. Sanders joins the New York-based company from BKF Asset Management, where he also was chief technology officer.

Stephen L. Limauro will retire from his position as CFO of Hamilton, Bermuda-based Everest Re Group Ltd. at the end of the year. In a statement, Mr. Limauro said he hopes to remain associated with Everest Re in some reduced capacity. The company has begun a search for his replacement.

New York-based Integro Ltd. has appointed William T. Sullivan as a managing principal in the Chicago office. He joins Integro from Aon Corp., where he served as a relationship manager.

Chicago-based Aon Corp. has named Elliot Richardson as head of its global cedent facultative reinsurance activities at Aon Re Global in London. Previously, he was head of facultative reinsurance at Benfield Group P.L.C.

Also at Aon, Barbara Spain has been named senior vp and relationship manager, and Matt Reese has been named senior vp and originator for Aon Risk Services in Chicago. Both previously were senior vps for Arthur J. Gallagher & Co.

Equity Risk Partners has named Jennifer Dolan as director, client services, for the company's Chicago office. Previously, she was vp at Aon Risk Services.

The Park Group has appointed Elizabeth Main as senior vp in the company's new office in Toronto. Previously, she was a senior vp for Sutton Reinsurance Consultants & Intermediaries.

Mercator Risk Services has appointed David Novak as senior vp of the West Coast property practice in San Francisco. Before joining Mercator, he was a vp with Cooper Gay & Co. Ltd.

Lockton Cos. Inc. has named Ron Lockton as president of its Kansas City, Mo.-based property/casualty operations. Mr. Lockton, the son of late brokerage founder Jack Lockton and the nephew of Chairman David Lockton, formerly was senior executive vp.

Beecher Carlson has promoted Geraldine Kerrigan to senior vp in Boston. Previously, she was an assistant vp.

Deborah Moessner has been named president of Louisville, Ky.-based Anthem Blue Cross & Blue Shield in Kentucky. Previously, she was vp of group sales. She replaces Jude Thompson, who has been promoted to president of the individual under 65 market for Anthem Inc., the parent company of Anthem Blue Cross & Blue Shield.

In addition, Bob McIntire, who currently leads health care management for the company's central region, has been promoted to senior vp of health care management for the company's commercial and consumer business segments. The changes are effective Nov. 1.

At St. Louis-based Anthem Blue Cross & Blue Shield in Missouri, Dennis Matheis has been named president, effective Nov. 1. Currently he is vp and general manager of group business.

Mark Wagar has been named president of Empire Blue Cross Blue Shield in New York, effective Nov. 1. Currently, he is senior vp and market leader for the company's national accounts in the Northeast. He replaces Jason Gorevic, who has been promoted to senior vp, chief marketing and product officer for WellPoint Inc., the parent company of Empire Blue Cross Blue Shield.

Blue Cross Blue Shield of Michigan in Detroit has named Kevin Seitz as executive vp of health care value enhancement. Succeeding Mr. Seitz as president and CEO of Blue Care Network and BCBSM senior vp of subsidiary operations is Jeanne Carlson, currently chief operating officer for Blue Care Network.

Springfield, Mass.-based Massachusetts Mutual Life Insurance Co. has promoted Melissa Millan to senior vp of product management. Previously, she was corporate vp of disability income and long-term care businesses at MassMutual.

Bothell, Wash.-based Vertafore Inc. has named Joe Schick as chief financial officer. Previously, he was a senior vp for Expedia Inc.

Milliman Inc. has appointed Gregory A. Ray as research director for the Milliman health care practice. Before joining the Seattle-based firm, he was a senior project manager for Kindred Healthcare Inc. and Anthem Inc.
