WASHINGTON--The UWC-Strategic Services on Unemployment & Workers' Compensation on Monday said Douglas Holmes has been selected to head the Washington-based business research and advocacy group.

Mr. Holmes will succeed UWC President Eric Oxfeld, who will step down at the end of November to become executive director of the International Workers' Compensation Foundation.

Mr. Holmes joins the UWC after a public-sector career that included serving as deputy director of the Ohio Department of Job and Family Services as well as the department's legal counsel and unemployment compensation director.

"We looked long and hard to find the best person for this critically important leadership position," said Matt Harvill, UWC board chairman and vp-unemployment compensation for Troy, Mich.-based Kelly Services Inc. "Today, it is gratifying to announce that our search has yielded a truly outstanding result."

Mr. Holmes' nomination will be formally ratified by the full UWC board of directors and the National Foundation for Unemployment Compensation & Workers' Compensation board of trustees at their November meeting, according to the organization.
