SACRAMENTO, Calif.--California Gov. Arnold Schwarzenegger has vetoed legislation that would have doubled the state's permanent disability benefits over three years.

In his veto message Tuesday, the governor said S.B. 815, sponsored by Senate President Don Perata, D-Oakland, would have undermined reforms that were adopted in 2004 and that have since cut workers compensation premiums in half.

Additionally, the changes proposed by S.B. 815 are not based on comprehensive analysis, the governor said.
