Texas insurance head David Mattax dies

Texas Insurance Commissioner David Mattax died on Thursday following a battle with cancer.

Mr. Mattax was appointed commissioner of the Texas Department of Insurance in January 2015 by Gov. Greg Abbott and was elected secretary-treasurer of the National Association of Insurance Commissioners in December 2016. 

Mr. Mattax began representing the insurance department as its attorney in 1992, and his tenure included working with eight different insurance commissioners on receiverships, ERISA cases, rulemaking, enforcement actions and other legal issues, the NAIC said Thursday in a statement. 

“Commissioner David Mattax truly dedicated his life and career to the State of Texas,” Gov. Abbott said Thursday in a statement. “David’s brilliance, wit and wisdom will be dearly missed by all who knew him.”

A spokesperson for the governor could not be immediately reached for comment on who would assume Mr. Mattax’s responsibilities as insurance commissioner. 

Mr. Mattax served as chair of the NAIC’s financial regulation standards and accreditation committee and as vice chair of the financial condition committee in his more than two years as commissioner and served on the executive committee of the International Association of Insurance Supervisors, according to an NAIC statement. 

"For those of us who had the privilege of closely working with David, we know how special he was as a person and he will be sorely missed among our ranks,” NAIC President Ted Nickel said in the commission’s statement. “It was a true testament to David's character and commitment that he worked right up until the very end of his battle, including participating by phone from his home while we were at our recent meeting in Denver.”
