Disputes over insurance are the reason why some Christchurch central city buildings remain untouched following the February 2011 earthquake, owners said.
Owner Gordon Chamberlain, who was proceeding with legal action against his insurer, said "the problem is they don't want to pay the insurance on the building," Stuff.co.nz reported.
Raymond Minehan, from Brittco Management that owns a heritage-listed building, said "we're in a position where [our insurer] is just holding us up."
