China: Funding issues affect agricultural insurance process in Heilongjiang

The Heilongjiang province in China, which suffered major floods in 2013, is preparing for new plantings in 2014 but funding for precautionary steps to protect the new plantings remain a concern, reported.

Financing-related issues have affected the process for agricultural insurance subsidies in the region. While insurance awareness has increased in the province, the insured rate is yet to see a significant improvement.
