Thermal power plants and steel factories in eastern China were in "serious breach" of discharge standards, a report by the Institute of Public & Environmental Affairs said.
The study said some firms are "really far" from achieving new emissions standards that come into effect in July 2014, Bloomberg reported.
The study said of the 1,009 firms in Shandong that published nitrogen oxide emissions data, 61% in Dongying city surpassed the national standard.
