New insurance commissioner named in Texas

Julia Rathgeber has been appointed commissioner of insurance for Texas.

Ms. Rathgeber succeeds Eleanor Kitzman, who failed to win Senate support for her confirmation during a legislative session held on Monday.

Gov. Rick Perry then appointed Ms. Rathgeber to the post for a term that expires Feb. 1, 2015.

Previously, Ms. Rathgeber was deputy chief of staff in the office of Lt. Gov. David Dewhurst and was director of the strategic assessment division for the Texas Natural Resource Conservation Commission.

Julie Drenner, Texas director for insurance industry advocacy group R Street Institute, praised the selection of Ms. Rathgeber.

“Julia is an experienced public servant with a strong grasp of regulatory issues,” Ms. Drenner said in a statement. “We look forward to working with her on reform of the Texas Windstorm Insurance Association, and particularly to our proposals to increase the agency's transparency and limit its subsidies to the wealthiest property owners.”
