National Risk Retention Assn. gives visionary award to Leonard Crouse

WASHINGTON—The National Risk Retention Assn. has recognized Leonard D. Crouse, former deputy commissioner of captive insurance in the Vermont Department of Banking, Insurance, Securities and Health Care Administration, with the group’s Karen Cutts Visionary Award.

Presented Thursday at the NRRA’s annual conference in Washington, the Cutts Award is given each year to recognize contributions to the risk retention group and purchasing group liability insurance industry.

The award is named for Karen Cutts, the late founder, managing editor and publisher of the Risk Retention Reporter.

Since retiring as Vermont’s top captive regulator, Mr. Crouse has joined the Towner Management Group, where he serves as partner-U.S. operations in Burlington, Vt.

Separately at its annual meeting, the NRRA elected Sanford Elsass, president and CEO of Alpharetta, Ga.-based Uni-Ter Underwriting Management Corp., as the association’s chairman. Mr. Elsass succeeds Brian Braley, vp-legislative affairs of the Cheshire, Conn.-based Housing Authority Risk Retention Group Inc.
