DETROIT—A former Detroit Public Schools risk manager this week was sentenced to five years in prison for swindling the school district out of millions of dollars in a kickback scheme.

The former executive director of the Detroit school system's risk management department, Stephen Hill, pleaded guilty in May to extortion and fraud charges for using $3.2 million in school funds to pay Detroit-based wellness vendor Bond, White, Washington & Washington Inc., which does business as Associates For Learning, in exchange for $150,000 in kickbacks, according to court documents.

In April, Mr. Hill and Christina Polk-Osumah, former risk finance manager for the school district, along with sisters Sherry and Gwendolyn Washington, co-founders of Associates For Learning, were indicted by a federal grand jury on the charges.

According to the criminal judgment filed in district court in Detroit, eight people have been convicted in connection with the investigation.

Mr. Hill also was ordered to pay $3.8 million in restitution to the school district, according to court documents.
