Born in the U.S.S.R. in 1957, Andrey Elokhin—alternatively spelled Yelokhin—grew up in St. Petersburg, Russia, and the Ukraine.
He graduated in 1980 from Moscow State University with a degree in digital mathematics and cybernetics and in 1994 earned a doctorate in technical science.
Following 15 years at the Scientific and Research Institute of the Russian Ministry for Emergencies, he left the public sector to become chief of risk analysis at LUKOIL Insurance Group, OAO LUKOIL's captive insurer.
The captive was sold in 2003 and Mr. Elokhin became head of insurance at parent company OAO LUKOIL.
Mr. Elokhin, who has been on the board of directors of Moscow-based Industrial Risk Ltd. since 2000, has been its chairman since 2006.
He is a co-author of the mid-1990s Russian Law About Industrial Safety of Dangerous Industrial Objects and is an adviser of Russian government institutes in the fields of risk analysis and management, loss prevention and safety promotion. He also is a member of the Scientific Advisory Council for the Russian Ministry for Emergencies
Mr. Elokhin is a vp of the Russian Risk Management Society and a member of the Presidium and Scientific Board of the Russian Society for Risk Analysis.
He is an author and co-author of a number of risk and insurance books, and author of hundreds of articles and reports.
The Russian Ministry for Emergencies honored him in 2000 for his achievements in science and engineering.
