Rep. Lamar Smith, R-Texas, has introduced legislation designed to discourage the filing of frivolous lawsuits. The measure, which has yet to be assigned a number, would strengthen Rule 11 of the Federal Rules of Civil Procedures, which tort reform advocates believe was weakened by a series of amendments in 1993. Rep. Smith's bill would, among other things, make the sanctions against parties who file frivolous lawsuits mandatory rather than discretionary and would apply federal sanctions to state cases that affect interstate commerce....The Washington-based Council of Insurance Agents & Brokers has filed a suit in federal court to overturn Puerto Rico's countersignature law, which forbids nonresident brokers from doing business in Puerto Rico without a resident agent's countersignature. The CIAB has already filed similar lawsuits to void the nation's other remaining countersignature laws--which the CIAB regards as unconstitutional protectionism--in Nevada, South Dakota and the U.S. Virgin Islands....San Francisco has set up a Web site to help residents purchase prescription drugs from Canada. The site lists three Canadian pharmacies that have been inspected by the states of Minnesota, New Hampshire and Wisconsin, and links to other pharmacies will be added as soon as is feasible, according to the San Francisco Department of Public Health.
