The Health and Human Services Department on Thursday proposed several modifications to a controversial medical records privacy rule, which was promulgated in late 2000. Among other revisions, the new HHS proposal would change consent requirements that could have hindered access to care, and it would ensure parental access to children's medical records. The proposed changes, however, do not roll back the April 14, 2003, compliance deadline for most covered entities. The Health Insurance Portability and Accountability Act of 1996 required the promulgation of the privacy rules....Jean-Marie Nessi has resigned as chief executive officer of AXA Corporate Solutions, the reinsurance and global risk arm of Paris-based AXA S.A. He will be replaced by Philippe Donnet, formerly senior executive vp at AXA's Italian operation, who has been acting head of AXA Corporate Solutions since late January....The High Court in London has ruled that liquidators of the collapsed Barings P.L.C. can bring a negligence claim against the bank's auditors, Singapore-based Deloitte Touche Tomatsu. Barings collapsed in 1995, after unauthorized trading led to a loss of £864 million ($1.34 billion). In the case, set to begin in May, Barings' liquidators will seek to claim £200 million ($284.8 million) in damages. A spokeswoman for Deloitte said that the company has professional liability coverage, but she would not provide details....Zurich Financial Services Group on Thursday confirmed a previously estimated $387 million loss for 2001, largely as a result of losses from the Sept. 11 terrorist attacks. Despite a 14.3% increase in gross premiums written, to $34.8 billion, Chairman and Chief Executive Officer Rolf Hueppi said he "remains cautious in light of the uncertain risk environment and economic conditions."
