Vermont captive chief nominated for USDA post

BURLINGTON, Vt.—Molly Lambert, president and chief executive officer of the Vermont Captive Insurance Assn., on Thursday was tapped by Sen. Patrick Leahy, D-Vt., to be the Department of Agriculture's state director for rural development for Vermont and New Hampshire.

Ms. Lambert's appointment to the post is subject to approval by the Secretary of the USDA and President Obama.

In a letter to members and supporters of the Burlington, Vt.-based VCIA, Ms. Lambert accepted Mr. Leahy's appointment and thanked those with whom she has worked since joining the captive association in 2002.

If accepted to the new position, Ms. Lambert will be responsible for overseeing the investment of several million dollars in investments supporting rural economic development in both states as part of President Obama's American Recovery and Reinvestment Act. In 2008, USDA Rural Development distributed $200 million in federal funding to Vermont and New Hampshire, with Vermont receiving $90 million and New Hampshire receiving $109 million.

Prior to her role with the VCIA, Ms. Lambert served as Vermont's secretary of the agency of commerce and community development from 1998 to 2002 under former Gov. Howard Dean.
