Tennessee names captive insurance director

Longtime captive insurance executive Belinda Fortman has been named director of the captive insurance section, effective June 29, the Tennessee Department of Commerce and Insurance announced Wednesday.

Nashville-based Ms. Fortman replaces Jennifer Stalvey, who is moving to Long Beach, California, the department said.

During her career in the private sector, Ms. Fortman most recently was managing director for her own company, Risk Administrative Services LLC, and has served on the Tennessee Captive Insurance Association board of directors since 2014, the department said.

She has managed all forms of captive insurance companies including pure, association, agency, protected cell, special purpose, reciprocals and risk retention groups, the department said in a statement.

Tennessee ranked as the eighth-largest U.S. captive domicile with 140 captives licensed in 2019, based on the latest Business Insurance ranking.
